In order to implement the law on the prevention and control of environmental noise pollution in People's Republic of China and the guiding opinions on improving the quality of urban and rural sound environment to improve environmental noise pollution prevention and control work (2010. 144), the prevention and control of noise pollution in urban and rural areas should be strengthened, the quality of sound environment is improved, and the sound and environmental work is further strengthened and standardized. As regards the division and adjustment of the energy sector, the relevant requirements are hereby notified as follows:

One、The importance of fully understanding the division of functional areas of sound environment

The sound environment function area is an important basis and means to strengthen the prevention and control of environmental noise pollution, strengthen the supervision and management of noise sources, enforce environmental laws and improve the quality of sound environment. With the rapid urbanization process in China, the urban area is expanding, the urban road network is expanding rapidly, the urban land use structure is constantly changing, the extent and extent of the environmental noise influence are also changing. In many cities, the current sound environmental functional areas are unable to adapt to the demand for environmental noise management and need to be adjusted. The importance of sound environmental functional area division (hereinafter referred to as regionalization) should be deeply recognized, the organization and leadership should be strengthened, the seriousness of the division work is maintained, the degree and scope of environmental noise pollution can be effectively controlled, the quality of sound environment is constantly improved, and the sound environment of quiet and comfortable environment is built.

Two、General requirements and principles   

In order to improve the quality of sound environment as the core, in order to ensure the good sound environment for the people, with the guidance of the overall urban planning, the recent construction planning and land use status of the city are considered, and the functional areas of the sound environment are scientifically defined in accordance with the nature of the planning land, the present situation of land use, the present situation of sound environment quality and the current sound environment function area. Category. If we want to strengthen supervision, we can not reduce the classification of the environmental functional zones that have been designated at will. We should follow the objective laws of urban and rural construction and development, adjust measures to local conditions, make overall plans and take comprehensive plans, which is conducive to the management of environmental noise and the promotion of noise control. The acoustic environmental functional area should cover the whole urban planning area and adjust simultaneously according to the overall urban planning and the nature of land use.

Three. Work requirements

（one）preparatory preparation.

According to the overall urban planning and the status of land use, combined with the level of environmental noise pollution in various parts of the city, the overall plan and relevant information of the city, the status map of the land and the statistics, the urban geographic information map and the status statistics of the sound environment are collected and arranged. On this basis, the cities that have been divided should assess the scientific and actual effect of the current sound environmental functional areas. The region should be focused on the areas to be adjusted to the functional areas of the sound environment, and the outline of the zoning adjustment should be compiled. The cities which have not divided the sound environment functional areas should prepare the zoning outline, including the basis, scope, principles, technical routes, and workers. The effective link between sound environment functional area and urban overall planning and land use status is made.

The division work should be carried out according to the technical specification for the division of sound environmental functions (GB/T 15190-2014), and the division unit should be determined scientifically and the proportion of different land types in each division should be counted. According to the method of regionalization, the category of sound environmental function area of each zoning unit is determined. The situation of land use and the use of urban overall planning are quite different, and the situation of land use is used as the basis. For the same type of zoning units, the category of acoustic environmental functional zones should be consistent. The units that can not be identified and disputed with existing data should be reconformed at the scene and determined after demonstration. Before the implementation of the traffic trunk line construction plan is implemented, it should be managed according to the current sound environment functional area category, and be realtime adjusted to 4 types of districts after planning and implementation. Combined with field investigation, after analyzing the feasibility of the classification of the sound environment functional area, the zoning plan is drawn up and the zoning map is drawn up.

(three) enactment procedure

The plan of regionalization should be fully consulted by the departments of land and resources, planning, housing and urban and rural construction. The local people's Government shall report to the local people's government for approval and promulgation and report to the competent department in charge of environmental protection for the record. All localities should take the initiative to open the information of the sound environmental function area, and the city can combine the urban geographic information construction inquiry platform to ensure the public's right to know and supervise the public.

(four) the implementation of the requirements.

In various areas such as road planning and construction, real estate development and other related management work, we should give full consideration to the management objectives of the sound environment functional areas. Construction projects must strictly enforce environmental access to the sound environment function zones, prohibit the construction of industrial projects with noise pollution in the 0 and 1 categories and strictly restrict the construction in 2 categories. The local people's government should make a comprehensive analysis of the reasons for the exceeding the standard from the sources of noise, the way of transmission and the protection of noise, according to the monitoring and evaluation results of the sound environmental function area, and make a plan for improving the quality of sound environmental quality combined with the overall planning of the city, and provide the basis for the prevention and control of environmental noise pollution and the management of urban environmental noise.

Four. Safeguard measures

The Provincial Department of environmental protection should guide the division work in the administrative region and provide technical support to the municipal and county (District) environmental protection departments and improve the record system. The areas that need to implement the division and adjustment of sound environmental functional zones should be completed by the end of 2018.

We should strengthen the organization and leadership, establish the coordination mechanism of environmental protection, land and resources, planning, urban and rural construction, transportation and other relevant departments, clear responsibility division, implement funds and personnel guarantee, ensure the smooth completion of regional zoning work.
